Julian is an EV (Effort Values) trainer who Rusty finds boring.
Appearance
Julian uses the modified Norman sprite from Pokemon Ruby/Sapphire/Emerald. He has black hair that is slicked back, revealing his widow's peak.

At one point, Rusty has met Julian and requested him for a Pokemon battle. After Rusty's level 7 Zubat is defeated by his level 72 Clefairy, Rusty was wowed by Julian's Pokemon's skills, and the EV Trainer pointed out that his Pokemon's nature is garbage.
